The zombies’ infinite stamina and ability to use vehicles and tools mean they could track down survivors anywhere on the planet. Even underground bunkers would eventually be compromised by them if they get the right person.
Scenario 4: Underground Civilization
Theoretically, humanity could attempt to live underground indefinitely. However, the logistics and resources required to sustain such a civilization are improbable by the time periods. Eventually, the surface would belong entirely to the undead regardless.
